Hadiza Bala Usman is a rising figure in Nigeria’s public service that is being recognized for her expertise in governance. She has over the years held several notable positions, including Chief of Staff to the Kaduna State Governor, where she successfully implemented the Treasury Single Account (TSA) policy in collaboration with the International Monetary Fund (IMF).

Her contributions to tackling issues like ghost workers in Kaduna State and party development within the All Progressive Congress (APC)Â were crucial. As the Managing Director of the Nigerian Ports Authority (NPA), she championed transparency by engaging with BudgIT and addressing unaudited financial statements.
In her book, Stepping On Toes: My Odyssey at the Nigerian Ports Authority, Hadiza recounts and documents her experience as the Managing Director/Chief Executive Officer of the NPA. She narrated her successes and challenges for the public to know and for posterity to judge. In this regard, I think there are a lot of things that we can learn from her narration.
During her tenure at the NPA, Hadiza spearheaded numerous reforms and initiatives to improve the working conditions and welfare of the staff. She rectified a dysfunctional promotion and salary structure, ensuring fairness by conducting extensive upgrades and addressing salary disparities. Recognizing the need for equality, she extended maternity leave from 12 to 16 weeks for all mothers and introduced flexible working hours for nursing mothers. Additionally, she introduced paternity leave, allowing fathers ten days of leave to fulfil their responsibilities. These actions addressed inequalities, promoted fairness and fostered inclusivity within the NPA’s work environment.
Hadiza embarked on an extraordinary journey to revolutionize Nigeria’s ports and promote transparency and accountability. She delved deep into understanding the intricacies of the organization, conducting comprehensive briefings and on-site assessments of port facilities across the country. She led by example, refusing special privileges and ensuring an equitable work environment. Hadiza prioritized attitudinal and organizational change within the NPA, forging a partnership with BudgIT to enhance transparency by making the NPA’s budget accessible to the public. This collaboration facilitated effective communication and participatory governance, allowing stakeholders access to critical data and industry policies. Hence, the investigation into the allegations of non-compliance and financial mismanagement, which led to her suspension, revealed that such accusations were false. Throughout her tenure, Hadiza consistently placed Nigeria’s interests first, persevering in her dedication to public service and her belief in her contributions to national growth.
During Hadiza’s tenure, one of the pressing issues addressed was the poor state of roads leading to the ports, directly impacting their optimization. Recognizing the significance of road infrastructure for efficient port operations, Hadiza and her team prioritized rehabilitating these roads. She garnered substantial support from Mr. Babatunde Fashola, the Honourable Minister of Works and Housing, who shared her vision of improving port performance through enhanced road connectivity.
Another challenge tackled was the inefficient cargo handling at the AP Moller Terminal (APMT), the largest terminal operator in the sub-region. The NPA took a proactive approach by holding terminal operators accountable for their responsibilities to the Nigerian people and government. In January 2020, a warning letter was issued to APMT highlighting the delays in berthing vessels caused by inadequate handling equipment and infrastructure at the terminal. Additionally, the NPA explored alternative modes of cargo evacuation, such as railways, inland waterways, and pipelines, aiming to reduce congestion and alleviate the adverse impact of truck traffic on the roads.
To modernize truck management, Hadiza’s administration encouraged transporters to register their trucks with designated parks and utilize the Eto app an innovative initiative within the port. This approach aimed at minimizing human interaction and enhancing efficiency in truck operations, aligning with global practices in multimodal transportation.
Regarding dredging, Hadiza recognized the high cost involved and the limited economic viability of extensive dredging. In response, the NPA promoted using flat-bottom vessels in locations like Calabar, implemented harbour duty discounts for eastern ports, and actively sought solutions to improve patronage.
Thus, throughout her tenure as the Chief Executive of NPA, Hadiza and her team were committed to addressing critical issues in Nigeria’s ports, ranging from road infrastructure and cargo handling to truck management and dredging. Their efforts were essentially focused on enhancing efficiency, reducing congestion, and exploring innovative solutions while considering economic viability and aligning with global best practices.
During Hadiza’s tenure at the NPA, she faced challenges concerning conflicts with the supervising Minister of Transportation, Mr. Rotimi Amaechi, and allegations of non-compliance and financial mismanagement. Hadiza’s commitment to her principles clashed with some of the Minister’s ideas, potentially causing misperceptions of insubordination. One of the controversies arose from procurement processes for major contracts, where Hadiza advocated for transparency and due process, while the Minister favoured contract extensions without proper procedures. The conflict escalated, resulting in Hadiza being asked to step aside for an investigation into the NPA’s management. However, the allegations against her, such as her failure to obey presidential directives, were debunked, vindicating her position. The investigation revealed that the claims of non-remittance were baseless, as the NPA had remitted over N182 billion within the specified period. Despite the Minister’s frustration, the facts remained unchanged.
Surprisingly, despite Hadiza being cleared of all faults, she was not reinstated to continue the excellent job she was doing. This is a tragic, unfair and a signal to the victory of corruption over integrity. As long as we want to seriously address corruption in Nigeria, we have to uphold justice by openly promoting the victory of integrity over dishonesty.
The question is, in a country where its public servants are known for being of questionable character, where did Hadiza’s brilliance, integrity and commitment to public service come from?
Hadiza is the daughter of Dr. Yusufu Bala Usman a well-known scholar, intellectual, and politician who dedicated his life to pursuing knowledge, justice, and development of Nigeria. He was a champion, that advocated for fairness, equity, and transparency in governance. His commitment to his principles was unwavering, and he inspired many people with his words and actions. Although his death was a significant loss, his legacy inspires people today.
One of Dr. Yusufu Bala Usman’s notable achievements was the instrumental role he played in founding the School of History at Ahmadu Bello University (ABU). Through his visionary leadership, the School of History became a renowned institution, nurturing countless historians who have substantially contributed to the understanding of Nigeria’s past and geared toward adjusting our present for the betterment of our future. Dr Yusufu Bala Usman was an associate professor of history and mentored numerous students in their academic pursuits, guiding them to delve deeper into the complexities of Nigerian history. Dr Yusufu Bala Usman’s intellectual prowess extended beyond the classroom and research domain. He authored several influential books that tackled significant socio-political and economic challenges faced by Nigeria. One such book, “The Nigerian Economic Crisis: Causes and Solutions,” swiftly became a bestseller in Nigeria, the United States, and Japan. Another notable publication was “The Manipulation of Religion in Nigeria,” which critically examined the role of religion in Nigerian society. He also wrote “Nigeria Against the IMF: The Home Market Strategy,” advocating for policies prioritizing Nigeria’s domestic market.
Dr Yusufu Bala Usman’s concern for the democratic development of Nigeria led him to establish two research centres: the Abdullahi Smith Centre for Historical Research and the Centre for Democratic Development, Research, and Training (CEDDERT). Under his leadership, CEDDERT played a vital role in promoting democratic values, good governance, and socio-economic development in Nigeria.
Dr Yusufu Bala Usman’s influence extended to the realm of media by establishing two renowned magazines, “Analyst” and “Fitila.” These platforms facilitated meaningful conversations on pressing issues affecting Nigerian society.
He also actively participated in Nigerian politics, joining various political platforms, including the People’s Redemption Party (PRP), Progressive Labor Party (PLP), Social Democratic Party (SDP), Grassroots Democratic Movement (GDM), and Movement for the Defence of Democracy (MDJ). As the intellectual strategist of the PRP, he served as the party’s research director and played a significant role in shaping its ideologies and policies.
Dr Yusufu Bala Usman’s unwavering commitment to truth, intellectual growth, and political engagement established him as a man of honour, integrity, and accountability. His contributions and achievements have left an indelible mark on Nigerian society.
Dr. Yusuf Bala Usman taught his children the importance of independent thinking and doing what is right, regardless of the circumstances. He instilled a strong work ethic and reminded them that success is not bestowed upon them but earned through hard work and determination. Despite their family lineage’s privileges, he emphasized their responsibility to contribute meaningfully to society.
Hadiza has embraced her father’s teachings and embodies the values he held dear. Her journey has led her to the position of Managing Director of the NPA, where she significantly made impact on the nation’s maritime sector. Like her father, Hadiza exemplifies deep commitment and dedication to her responsibilities. The legacy of Dr. Bala Usman lives on through the work and character of his daughter, Hadiza Bala Usman.
Elder Brother’s Mentorship
Mentorship plays a pivotal role in shaping an individual’s professional journey by offering guidance and sharing wisdom gained through years of experience. This was precisely the case for Hadiza, whose accomplished tenure as the Managing Director of the NPA also owes much to the mentorship of her elder brother, Attahiru Bala Usman. As a former NPA employee himself, Attahiru’s invaluable advice influenced and guided Hadiza throughout her career.
Attahiru’s counsel to his younger sister was simple yet profound. He stressed the significance of continuous learning, urging her to immerse herself in wide-ranging reading, asking questions, and familiarizing herself with the industry’s, practices and key figures. Recognizing that most of her colleagues would likely be older and more experienced, he emphasized that quickly acquiring job-specific knowledge would be essential in earning their respect.
Attahiru’s words deeply resonated with Hadiza. She understood that being a leader meant more than holding a position of authority; it required showcasing competence and expertise. To earn respect, she needed to demonstrate her understanding of the industry’s intricacies and prove her capability from the outset. Attahiru’s mentorship instilled in Hadiza the importance of self-improvement and staying updated on the latest developments in her field.
In addition to his guidance, Attahiru generously provided Hadiza with resources he believed would benefit her. These materials became her guiding light, helping her navigate her challenges. Attahiru’s thoughtfulness and commitment to his sister’s success exemplified the essence of mentorship.
Hadiza’s journey at the NPA exemplifies the profound impact of mentorship on an individual’s career trajectory. With Attahiru’s guidance, she successfully implemented transformative reforms and initiatives that made the Nigerian Port Authority more efficient and transparent. Her tenure witnessed remarkable achievements, such as the automation of port operations, infrastructure development, and increased revenue generation.
Attahiru’s mentorship also played a significant role in earning Hadiza the respect and trust of her colleagues. By applying the knowledge, she acquired through extensive reading and learning, she quickly adapted to the demands of her role. Her dedication and commitment to her work were a testament to Attahiru’s advice and guidance

This is a factor that is sadly lacking in Nigeria. The older generation needs to stop blaming the challenges of the younger generation as long as they cannot be able to draw them close and guide them. The absence of proper mentorship on Nigerian youth is one of the critical factors driving moral decadence. The youth are left to look up to celebrities in Western films for guidance on how to live and lead. Therefore, mentorship is a critical task in Nigeria that the morally upright political authorities have to undertake. If not, history will not be fair to them.
